Many of the top officers appointed because of their loyalty to the tsar= no experience of fighting + little military expertise -> no clear command structure + no war plan developed
Impact on Military Morale
Continuous losses and the strain of the war had a detrimental effect on military morale, contributing to the overall collapse of the Russian military during the revolution
incompetence of their officers + lack of regard for their welfare (tens of thousands deserted) also lowered morale
