What is dissident terrorism?
Armed groups resort to terrorist tactics to undermine state authority (ex. Hamas, FARC, PKK, IRA)
What is state terrorism?
Governments use terror tactics against their citizens (ex. Chile 1973-76, Stalin 1930s)
What is state-sponsored terrorism?
Governments provide arms, safe haven, training, or financial backing to terrorist groups (ex. U.S. Department of State: Iran, Sudan, Syria)
What are WMDs?
Weapons of mass destruction: nuclear, biological, chemical (NBC) weapons
What was the biological weapons convention (1972)?
Prohibits the development, production, stockpiling, and use of BWs
Signed by more than 180 countries
Lacks any formal verification regime
What is the chemical weapons convention (1992)?
Prohibits use and production of CWs, and calls for the destruction of existing CWs
3 countries have not signed: Egypt, North Korea, South Sudan
