assemblage of elected reps, make laws
Substantive Representation
- what the elected officials do for the people they represent
- focuses on their actions and what policies the enforce in order to benefit the people that voted for them
Descriptive Representation
who the elected officials are based on their background, looks is the official mirror and resembles the diversity of the population they represent
Congressional Elections
every two years, 2 year term, no term limit
Incumbents
people who already hold a place in office and are looking to continue their spot in congress
Speaker
majority part, presides over house
- extremely powerful
- decided who speaks, when to vote on bill
- elect majority leader
Minority Leader
opponent to speaker
Whip
(each party) keep party leaders informed, round up vores
Pro Tempore
- chosen by VP
- most senior member
- honorary title
Filibuster
- unlimited debate
- taking a bill to death (prevent vote from being taken)
