Nationalist position
Rejects idea of constitution as a compact among the states
Government is not an agent of states
People, not the states, created both national and state governments
Government is not subordinate to states
Powers expressly delegated to national government should be expanded as much as possible to carry out people’s will
Federalists vs. anti federalists
Federalists: favored new constitution and argued that without a strong national government, anarchy would triumph
Anti-Federalists: opposed new constitution and complained it was extralegal (not legal) because congress authorized convention only to revise articles.

Strengths of the articles of confederation
- gave the colonists a form of government that enabled them to win the revolutionary war and make a treaty to end the war.
- congress was able to pass the land ordinances of 1785 and 1787.
Weaknesses of the articles of confederation
- government could not tax so they were broke
- government could not regulate interstate commerce
- government could not amend the articles of confederation
