Formerly known as the Criminal Investigation Service (CIS) of the then Philippine Constabulary (PC) during the martial law years, has been at the forefront of the country’s formidable war against all forms of crimes and criminality.
PNP CRIMINAL INVESTIGATION AND DETECTION GROUP (CIDG)
Its inception on November 13, 1936 upon approval of Commonwealth Act No. 181 by the legislature. It was the brainchild of the late President Manuel L. Quezon and Jose Yulo, the Secretary of Justice.
NATIONAL BUREAU OF INVESTIGATION (NBI)
Tasked with organizing a Division of Investigation or DI patterned after the United State Federal Bureau of the Investigation were Thomas Dugan, a veteran American police captain from New York Police Department and Flaviano C. Guerrero, the only Filipino member of the United States Federal Bureau of Investigation.
NATIONAL BUREAU OF INVESTIGATION (NBI)
He is the skilled person who is charged with the duty of conducting a criminal investigation when a crime is committed.
CRIMINAL INVESTIGATOR
Is the place where the crime is committed.
CRIME SCENE
Shall refer to any law enforcement agencies tasked to enforce Republic Act 9208 such as officers, investigators and agents of the Philippine National Police, National Bureau of Investigation and Bureau of Immigration.
INVESTIGATOR/OFFICER
Is a complex and multi-faceted one as a number of subspecialties exist within this profession.
CRIME SCENE INVESTIGATOR
Steadfastness, persistence and resolution to bring the desired conclusion in spite of the obstacles connected with the criminal investigation.
PERSEVERANCE
It is the ability to last physically and mentally, enduring sleepless nights and tiresome days.
ENDURANCE
The ability to resist or avoid temptation.
INCORRUPTIBLE HONESTLY AND INTEGRITY
This is the ability of the investigator to decipher falsehood from the truth and separate the grain from the chaff.
THE INTELLIGENCE AND WISDOM OF SOLOMON
The investigator must know the different patterns of human behavior, the prevailing situations in a specific environment and the laws of nature in order to detect deceptions and lies.
THE KNOWLEDGE AND PSYCHOLOGY AND OTHER NATURAL SCIENCES
The ability to go down to the level of the minor, the prostitute or slum dwellers, or the level of the other professionals or the members of the elite.
ACTING ABILITY
The investigator must know how to communicate with the people in the community through oral or written form.
MASTERY OF ORAL AND WRITTEN COMMUNICATION
The investigator must know how to observe and describe accurately, especially in crime scene investigation.
TO KEEN POWER OF OBSERVATION AND DESCRIPTION
The moral fortitude to tell the truth no matter who we will be hurt.
COURAGE
Extra skill that can be used by the investigator in situations like arresting and interrogating a certain suspect.
WORKING KNOWLEDGE OF MARTIAL ARTS AND FIREARMS PROFICIENCY
The knowledge or facts that the investigator had gathered or acquired from persons or documents, which are pertinent or relevant concerning the commission of a crime or criminal activities.
INFORMATION
Records, files from government or non-government agencies and news items. TV broadcast, intercepted radio, telephone messages and stored computer data.
REGULAR SOURCES
These are information furnished by informants or informers.
CULTIVATED SOURCES
These are information coming from the underworld characters such as prisoners or ex-convicts.
GRAPEVINE SOURCES
The process of obtaining admission or confession from those suspects who have committed a crime.
INTERROGATION
It is the general questioning of all persons at the crime scene conducted by the investigator.
FIELD INQUIRY
It is the process of applying instruments or tools of police sciences in criminal investigation and detection. The use of police laboratory in the examination of physical evidence such as Forensic Ballistics and other sciences. This is sometimes called Criminalistics.
