A

Any person over 18 years. Normally made by a relative or doctor who does the examination.

It is not necessary or appropriate for the application to be made by Police.

A

Police power in a public place.
Any police may apprehend any person in a public place if their behaviour allows us reasonable belief that they may be mentally disordered AND we believe it’s in the best interest of the person or public to do so.
