Final responsibility for dispatch with multiple MELs rest with who?

As soon as safely able.
Can you depart without an MDDR?
Yes. But only if you have an ACARs msg indicating concurrence from dispatch and MOC.
If ACARS is inop, can you leave without an MDDR or ACARS msg?
Yes, with concurrence from dispatch, MOC and the captain.
Does a system rest need to be written up?
Yes, for tracking purposes.
What items do not require an MDDR?
A successful reset.
