- Create in law a new independent regulator of the press – Give ability to issue fines up to £1 million.
Replaces voluntary system currently in place. - Grant Information Commissioner greater power to prosecute newspapers for breaches of data protection.
- New regulator to be overseen by Ofcom, which regulates electronic media.
- Regulator will be independent, with no current editors or MPs.
- Leading politicians should declare long-term relationships with paper editors & executives.
- Full disclosure of both personal and business meetings between two sides.
- High-ranking police should document all meetings with media personnel.

2013 Royal Charter
A
Eventual decision made by coalition to create a “royal charter,” officially created in October 2013.
Most newspapers have rejected joining.
Instead replace Press Complaints Commission with Independent Press Standards Organization, still self-regulating.
