Why did we change from NIA to IPMS
Greater global transparency and standardises office and property measurement.
What is IPMS 3 - office
Th floor area available to an occupier on an exclusive basis, excluding the standard facilities and shared circulation areas and is calculated on an occupier by occupier or floor by floor basis.
What is included within IPMS3 Office
Internal Walls
Columns
Taken to the dominant face
Centre line of common wall with adjacent tenant
Balconies etc Areas under 1.5m - are measured but not rentalised
What is excluded in IPMS3 Office
Shared or common fascilities (cleaning cupboards, toilets etc)
Is IPMS Mandatory?
It is a professional statement - so you should be using it, however, clients may request that you measure in NIA. It is the RICS intention that this will become mandatory practice.
What must be including when reporting measurements?
- Date
- Methodology (IPMS or NIA)
- Scale of Plans used
- Conversion factor from metric/ imperial
What is excluded when measuring the NIA of a shop?
Common facilities and areas
Lift rooms/ lifts/ stairwells
Areas of headroom lss than 1.5m or 0.25m
What is the method of measuring retail?
ITZA - measure the first 6 metres which is considered to be ‘zone A’, you then use the concept of halving back, as the retail becomes less valuable the deeper you venture into the shop.
What is GIA?
Th area of a building measured to the internal face of the perimeter walls at each floor level.
What is excluded in GIA?
External Wall thickness
Open sided balconies
covered ways
Greenhouses etc
When do you use GIA
Industrial/ warehouse buildings/ department stores/ food superstores
How do you measure a warehouse building? What steps do you take?
I would locate a set of floor plans and measure the building using a calibrated laser disometer from internal face of the perimeter wall to internal face of the perimeter wall. I would measure the external loading area under the canopy for good practice but not use it to be rentalised.
Do you always measure property?
No, can rely completely on floor areas provided, so long as this is stated clearly in the report agreed in TOE.
We can also undertake check measurements to ensure accuracy.
What are the pros and cons of a disto?
Pros:
- Easy to use
- Small and light
- Very accurate
Cons
- Must check the disto for accuracy
- Battery powered - may run out
What other measurement tools are there:
- Tape Measure
- Measuring Wheel (for land)
- Promap/ online site measurement tools
What level of accuracy is required for measurement?
It depends - but should be +/- 1%.
Surveyors should not mislead, and outline where there are limitations.
What is the internal eaves height?
The clear height between the floor and the lowest point at the underside of the roof
