What is the newest measurement doc, is it a standard or guidance?
RICS Code of measuring practice, 6th edition, May 2015.
It is both a professional standard and guidance and it is global.
What are the major changes relating to the structure of the statement?
In summary, they have added measurement standards for resi buildings and office buildings.
The main changes relate to: The application of this professional statement; technical definitions; IPMS office buildings; and IPMS residential buildings
What do these changes mean?
Rather than just concentrating on IPMS, as in the first edition, it now focuses on professionalising measurement across all specialisms, whether IPMS are adopted or not.
Add in ‘RICS members are expected to advise their client or employer on the benefits of using IPMS. However, it is understood that IPMS [are] not suitable in all circumstances and in these circumstances RICS members must state the reason for departure.’
IPMS 1, 2 or 3 must be used when reporting the area of residential floor space on an IPMS basis.
What is IPMS 1-3, explain and give uses
IPMS 1 - planning or costings of development proposals ‘the sum of the areas of each floor level of a building measured to the outer perimeter of external construction features, which may be reported on a component basis for each floor of a building’
IPMS 2 - The use of the area of each floor level of a residential building measured to the internal dominant face, which may be reported on a component-by-component basis for each floor of a building.
IPMS 3A - is an external measurement of the are in exclusive occupation and equates somewhat to GEA.
IPMS 3B - is an internal measurement including internal walls and so on in the area in exclusive occupation, and equate somewhat to GIA. This specifies that areas under 1.5m should be excluded, however in true GIA, these are included.
IPMS 3C - is an internal measurement, excluding internal walls and so on, in the area in exclusive occupation, and equates somewhat to Effective Floor Area
When would you apply different measurement standards?
Personally, the only reason is for EPCs v Vals. In EPCs areas such as unheated but thermally separated porches and conservatories would be excluded, where they would be included in GIA. This can give a different size on the EPC and HR and needs to be explained.
