Criteria for a “Valid” COA:
- Feasible: The COA can accomplish the mission within the established time, space, and resource limitations.
- Acceptable: The COA must balance cost and risk with the advantage gained
- Suitable: The COA can accomplish the mission within the commander’s intent and planning guidance.
- Distinguishable: Each COA must differ significantly from the others (such as scheme of maneuver, lines of effort, phasing, day or night operations, use of the reserve, and task org.
- Complete: Each COA must show how the decisive operation accomplishes the mission, how shaping operations create and preserve conditions for success, how sustaining operations enable shaping and decisive operations, how to account for decisive action tasks, and tasks to be performed and conditions to be achieved.
Steps (process) to COA Development (Process)
Assess Relative Combat Power Generate options Array forces Develop a broad concept assign headquarters Develop COA Statements and sketches Conduct COA briefing Select or Modify COAs for continued analysis
Broad Concept
describes how arrayed forces will accomplish the mission within the commanders intent. Concisely expresses the HOW of the commander’s visualization and eventually provides the framework of the concept of the operations. summarizes contributions of all war fighting functions.
Steps (Process) to COA analysis and War Gaming
Gather the Tools
List all Friendly Forces
List Assumptions
List known critical events and decision points
Select the war-gaming method
Select a technique to record and display results
War-game the operation and assess the results
Conduct a war-game briefing (Optional)
Steps to IPB
- Define the Operational Environment/ Battlespace
- Describe Environmental effect on Operations/ Describe the Battlefield’s Effects
- Evaluate the Threat
- Determine Threat Courses of Action (COAs)
SIR is what?
- Specific Information Requirement:
Specific information requirements describe the information required to answer all or part of an intelligence requirement. A complete SIR describes the information required, the location where the required information can be collected, and the time during which it can be collected. Generally, each intelligence requirement generates sets of SIR. (old def. needs validation)
