Problem Statement
Updated IPB / Estimates
Mission Statement
Initial CDR’s intent
CCIR & EEFI
Evaluation Criteria (for COAs)

Planning Guidance
Assumptions

19
Q

Task 1: Analyze the higher HQ plan or order

A

Must understand:

i. How we (our team) contributes to the mission
ii. CDR’s Intent (Higher, 2 and 1 up)
iii. Concept of their (Higher) operation
iv. Available Assets
v. Available Time (timeline)
vi. Adjacent Units (Contributions and relationships)
vii. Identify issues and contradictions

20
Q

What is task 2 of MA?

A

Initial IPB

21
Q

What is step 3 of MA?

A

Determine specified, implied, and essential tasks

22
Q

Define specified task

A

Task that is EXPLICITLY assigned to your unit by higher HQ (Verbal and Non-Verbal)

Usually in CONOP, tasks to subordinate units and annexes

Usually/Should be mission oriented rather than administrative

23
Q

Define Implied task

A

Not EXPLICITLY assigned by Higher HQ in the order or verbally but MUST be accomplished to satisfy the overall mission.

24
Q

Define essential task

A

Task(s) that MUST be executed to accomplish the mission.
o Always included in the Mission Statement
o Derived from specified or implied tasks
o Must always be a ‘doctrinal’ task

Action (by FF) to Effect (on EF)

25
Q

Chart of Doctrinal Tactical Mission Task

A
26
Q

What is task 4 of MA?

A

Review available assets and ID resource shortfalls

Assets are attachments, detachments, and supporting elements (whether organic or external to a unit) that are available to conduct the mission.

Determine shortfalls by linking assets to specified and implied tasks
o What is missing / not linked is a shortfall.

27
Q

What is task 5 of MA?

A

Determine constraints

  • Constraints are restrictions imposed by higher
  • Constrains action (requirement) or inaction (prohibition)

Things you must do and things you cannot do

28
Q

What is task 6 of MA?

A

Identify Critical Facts and Assumptions
- Facts are information thought to be true (or true at the time)
- Assumptions are guesses/theories about the current situation, future events, and activities (Slide definition)
o Each PIR, FFIR, and EEFI must have a corresponding assumption.

29
Q

What is the book definition of an assumption?

A

A supposition on the current situation or a presupposition on the future course of events, either or both assumed to be true in the absence of positive proof, necessary to enable the commander in the process of planning to complete an estimate of the situation and make a decision on the course of action. (JP 5-0)

30
Q

What is task 7 of MA?

A

Begin Risk Management

Starts by doctrine during MA.

31
Q

What is task 8 of MA?

A

Develop Initial CCIR and EEFI

32
Q

What is task 9 of MA?

A

Develop the Initial Information Collection Plan

Must contain:
o	Info on the AO
o	Reporting Guidance
o	NAIs and TAIs
o	A task and purpose for each asset
o	E/LTIOV
o	FSCMs and ASCMs
33
Q

What is task 10 of MA?

A

Update plan for use of available time

- Make a timeline

34
Q

What is task 11 of MA?

A

Develop Themes and Messages

Relevant to key actors or public whose perceptions, attitudes, beliefs and behaviors matter to operational success.

35
Q

What is task 12 of MA?

A

12) Develop a Proposed Problem Statement

A description of the primary issue(s) that impede commanders from achieving their desired end states.

The purpose is to help leaders understand what to change in the existing environment

36
Q

Define problem

A

An issue or obstacle that makes it difficult to achieve a desired goal or objective

37
Q

What is task 13 of MA?

A

13) Develop a proposed mission statement

Clear statement of the action to be taken
5’Ws. (elements of a mission statement)
Must emphasize a single task and purpose.

38
Q

Example Mission Statement

A

10th GB Platoon raids OBJ Tiger (Radio Tower) at 17SPU1223 4566, NLT 15 2300 August 2021, to degrade UPA/PRP information operations for 96 hours.

39
Q

What is step 14 of MA?

A

Present the MA brief

Usually done last

40
Q

What is task 15 of MA?

A

15) Develop Initial Commander’s Intent

Commander’s Intent Definition:

41
Q

What are the elements of a commander’s intent?

A

Elements of CDR’s Intent:

Expanded Purpose: explains how the unit’s mission purpose links to or supports the higher HQ mission.

Key Tasks: Tasks that must be performed to achieve the desired end state(no more than 5)

End State: Describes the conditions created by a successful mission (in regard to FF, EF, Terrain, and Civil)
s

42
