What does “who has, more will be given” mean?
Those who believe in Christ already will be given more understanding / secrets of the kingdom. But those who do not believe, has already less will receive less and less understanding.
Much like how God hardened Pharaoh’s heart.

Matthew 22:14

Jesus mentions this one at the end of the Parable of the Wedding Feast. Many are general invited to salvation because God doesn’t want any to perish but to come to repentance (2 Peter 3:9).
However, only few can respond well to the invite. Only those who are chosen to be regenerated by Christ’s imputed righteousness. This is the Doctrine of Sovereign Election.
It is only by God’s choice that one is saved.
