IMMEDIATE CONSIDERATIONS:

A

0 The Incident Commander shall initiate a call out of personnel to provide appropriate Law Enforcement manpower to contain and control the scene and assist with arrests. Mutual Aid assistance may be requested if the scope of the situation exceeds agency capabilities.

0 Complete the 7 CRITICAL TASKS!!!

0 The Incident Commander shall be responsible for ensuring sufficient number of personnel is on scene for the processing (booking), detention and transportation of those arrested during incidents involving mass arrest. Contact shall be made with Osceola County Corrections in an effort to coordinate the transportation of persons arrested as soon as a mass arrest situation becomes evident.

OTHER CONSIDERATIONS:

A

0 All personnel arrested for criminal violations arising from civil disturbances, riots, etc., shall be taken by the arresting Deputy to a central prisoner processing area established by the staging area supervisor.

0 Technical Services personnel shall provide video (including audio) recording of arrestee’s during the arrest processing phase.

0 Technical Services personnel shall provide a secure storage facility for all evidence collected by arresting deputies.

0 An incident report number shall be assigned to each individual arrested. This number shall be reflected on all paperwork and any other documents associated to the individual arrested.

0 Visits to arrestees by defense counsel or other persons shall be prohibited at the processing and temporary detention area. Such persons may visit those detained at the correctional facility once the arrestee is booked and transported to that location.

SPECIAL CONSIDERATIONS:

A

0 Evaluation of injured arrestee’s shall be conducted at the prisoner processing area. Any injured person arrested shall be examined by Fire/EMS personnel as soon as possible.

0 Injured persons requiring care beyond the scope of Fire/EMS shall be transported to the nearest hospital by medical transport as determined by on scene Fire/EMS personnel. Arrestees transported to a medical facility shall be accompanied by the arresting deputy.

0 Deputies may handle a juvenile either formally or informally. However, all circumstances when dealing with juveniles shall be done in accordance with Standard Operating Procedures 271.0, Juvenile Operations.

0 In emergency mass arrest situations, a designated area set up for processing juvenile offenders may be required.
