IMMEDIATE CONSIDERATIONS:
0 Locate the person who actually received the bomb threat call.
0 Time call received.
0 Type of call received.
0 Time of detonation or when detonation expected.
0 Location of the bomb or intended target.
0 Bomb description or appearance.
EVACUATION CONSIDERATIONS:
0 If the location is a school, coordinate the evacuation with the Principal and School Resource Officer if the school has one and he/she is available.
0 If the owner/manager of the location is present, advise him/her of the threat and determine of other occupants are in the building.
0 No owner or manager has the authority to deny any occupant the right to stay or leave.
0 If there is probable cause that a device is present, the person in charge of the location should be asked to assist in the orderly evacuation of the premises. If he/she refuses, advise him/her the premises will be searched in the interest of public safety. If the owner/manager interferes with the evacuation or search, he/she may be arrested.
0 Use evacuation routes that minimize confusion.
SEARCH CONSIDERATIONS:
0 If a time is given by the caller, no search should be conducted 30 minutes before and 30 minutes after the stated detonation time.
0 Ask permission of owner/manager to search. Advise the owner/manager of potential civil and criminal liability if the search is denied and anyone is injured.
0 If no one is present at the location, attempt to locate the owner/manager and gain entry to conduct a search. Without a search warrant there is no right to search without consent.
0 Systematic visual search with persons familiar with the facility/location.
0 Prohibit radio transmission within one fourth mile of the threatened site.
0 Conduct visual search only.
0 Public areas should be searched first.
0 Issue instruction to not touch, move, or attempt to disarm any suspected device.
0 If a device is not located, the area may be re-entered once the stated time of detonation has passed by at least 30 minutes. The decision to re-enter the area, if a device is not located, is not to be made by the deputy. The deputy should advise the person responsible for the area that a search did not reveal a device and the stated time of detonation has passed. The person in charge of the location may elect to continue business as usual.
0 Isolate any suspected device.
CONSIDERATIONS IF A SUSPECTED DEVICE IS LOCATED:
0 Keep all personnel away from any suspected device. At no time shall persons be permitted to stand in front of windows where flying glass may cause injury.
0 Ensure the device is not touched or moved.
0 Do not change the environment (lights, air conditioning, etc.).
0 Request Hazardous Device Team to respond.
0 Request Fire Department to respond to the staging area.
0 DO NOT ASSUME THAT THERE IS ONLY ONE DEVICE - Be Aware of Secondary Devices!!
