What does David argue?
Marketisied education is a parentocracy which raises standards of education and encourages diversity
What do Ball and Whitty argue?
Marketisation policies reproduce class inequalities by creating inequalities between schools

It leads to:
Cream skimming- better schools can be more selective with pupils
Silt shifting- better schools can avoid taking in pupils who will damage their league table position
Schools with poor league table positions must take on less able WC pupils so their positions remain low
