  1. Give direction & guidance to employees to show them how to improve
  2. Serve as a record over time for promotion and discipline
  3. Assess where a person is now and bring that individual to another level
  4. Motivate managers & supervisors to recognize those who are performing well and work with those who are not
  5. Have an understandable and manageable system
  6. Support departments in meeting their mission and ensuring people are moving in the same direction
  7. Tie evaluation to merit raises
