When users need new intelligence that they cannot develop organically, they express that need by levying requirements.
Requests are validated and prioritized to best manage the collection, exploitation, and dissemination of information
Specific orders request

Allow the collector the latitude to provide unanticipated info
Tailor the SOR to the selected collection system
