Who can’t serve as magistrates?
Same as jury but also soldiers and officers of the law.

- Local Advisory Committee creates shortlist
- Interviews arranged with two mags and one other person
- Interview to examine character
- Interview with trial and sentence exercises
- LAC makes a balanced bench (race etc)
- Submitted to Lord chief justice
- LCJ makes the appointment
