How can public managers be relied upon to exercise their judgment (i.e. delegated authority) in ways that will be viewed as legitimate? A: Precept of Managerial Responsibility comprises four desiderata or axioms: judgment, balance, rationality, and accountability. Managerial responsibility is rooted under the separation of powers in principled performance of public managers roles. Administrative law is legitimate because the law says it is.

Theory of Public Management. Public officials, compared to their private counterparts, place more value on the social benefits of their work and the integrity of their pursuits. It is the character - expert, dedicated, and respectful of the people’s representatives - that makes public managerial actions constitutional. The personnel function is the centerpiece of the institution of public management.
