- Each functional area relates to one or more questions that can help identify weaknesses that must be addressed in order to:
- Strengthen the data management and reporting system
- Each functional area relates to one or more questions that can help identify weaknesses that must be addressed in order to:

- Programs should ensure M&E staff assignments cover all required data management tasks and ask:
Do the M&E and data-management staff members have a clear understanding of their assigned role and responsibilities?
How should responsibilities be declared and why?
These responsibilities should be declared in writing so that they are clearly communicated and understood by supervisor and staff
When staff turnover occurs…
…a documented description of roles and responsibilities can assist in the transition by providing new staff with a clear outline of their responsibilities.

Programs should ensure that staff members are prepared to fulfill their M&E responsibilities and ask:
Have the majority of key M&E and data-management staff received the required training?
How should training be tailored?
Training should be tailored to the specific staff member’s M&E responsibilities. For example, if staff members need to enter data about the program clients into an electronic database, they will need to be trained in how to use the relevant computer software.
