Why did James Monroe negotiate for New Orleans and West Florida?

A

France and Spain had recently concluded a treaty to take back the land, which they had procured in 1682.
Thomas Jefferson was worried that France would be a greater threat as a neighbour.
He sent James Monroe to negotiate for New Orleans and West Florida for $10 million.
