Sets up a contrast between civilisation (which is presented by rules and order) and savagery (which is presented by the absence of rules and order). It introduces the sense and feelings of superiority that Jack feels as an English boy. It highlights how he clings to his English heritage as a symbol of civilisation over the ‘savages’.
On one hand, although it demonstrates the boys’ initial dedication to ‘having rules and obeying them’ suggesting that due to the fact that they’ve grown up in an English society they assume that their new society will be modelled after it, the purpose of the quote could also be to accommodate his irony which allows us to learn more about Jack’s increasing sadism
