What are Lord Lieutenants?

A

serves the monarch by maintaing the monarch’s power and enforcing their policies

e.g John Russell - 1st Earl of Bedford

Why was it created?

A

Before 16th cent - local carried out by ‘middling sort’ persided over legal cases as JPs, collect tax etc e.g War of the Roses

  • Capable of manipulating the legal system (benefit friends and family)
  • Unpaid and not suited to roles - role of LL developed as an attempt to solve these issues esp. recruitment of royal armies + control of regions

Development of the role

A

Henry VII - improvement of military recruitment and extension of royal powers into local areas began

  • 1512 during the war between France & Scotland + ‘36 issued comission to deal w/ P.O.G (temporary)
  • 1549 Duke of Northumberland appointed nobility as LL to deal w/ rebellions during that war

-Mary I - attempt to formalise - but war w/ France caused to divide country into 10 Lieutenancies (each responsible for defence and military recruitment) - ended in 1558

Elizabeth I - LL became permanant ( war w/ Spain ‘58) - appointed each country w/ deputy, recruitment and organising armies (harnessed most powerful men, nobility in service of the Crown)

Advantages & Disadvantages

A

A- nobility became answerable to the monarch - raising national armies
A= members of council acted as LL - enhanced link w/ central gov & localities
A- gained info abt local conditions - recruitment and military ran more smoothly

D- possible for local communities to close ranks against LL -Suffolk & WIltshire 1590s
D- not really an innovation - relied on noble in their traditonal military role
