Less developed countries have less developed industrial bases, lower HDI, education etc than developed countries. They have less access to computers as well

Rural locations - Areas in the countryside. Tend to have poorer internet access such as slower broadband speed, online access is harder
Digital divide — The difference in access to digital
resources in different areas of the world
Access to the internet is not spread evenly throughout
the world and this inequality is the focus of the global
divide.
