The government always required education.
Much of Russia has been and still is in poverty.
Available jobs – they have available resources but cannot get them there because of the climate (cold).
Government is now finding ways to bring in more jobs.

They made 23 official languages to make sure people can understand laws and decisions made by government. They also make students learn two other languages other than English.
