Kyoto Protocol (1997)

The Copenhagen Conference (2009)

A

The targets which were set by the countries were insufficient for the goal of containing increased temperatures to 3 Celsius, of the temperature before 1850.
There has been no specification of how the plan is to be carried out, and the targets were mostly a guideline rather than a compulsory fulfillment.
Many developed countries have refused to sign the Copenhagen accord, hence the accord is not legally binding.

Agreement (2015)
