it promoted the idea of the “deserving poor” by breaking down the old ideas that poor people were lazy, ignorant and gambled away their money

many still challenged the surveys and they only focused on inner city’s and ignored rural poverty, showing the limitations

the gov. were shocked at the ill health of the nation and was concerned about future wars

other improvements like improvements to housing and overcrowding were ignored by the gov. so it cant have been purely based on recommendations after the Boar war

Britain wanted to regain its status as the most dominant economic nation in the world and introduced reforms to keep up with Germany and the USA

most reforms were introduced for political advantage rather than for the good of the poor- such as Churchill wanting to make a name for himself or the liberals wanting to get votes over labour
why was fear of labour important
the liberals realised that they had to introduce reforms or risk loosing working class support so they tried to “buy off” voters with smaller reforms
why was fear of labour NOT important
liberals couldn’t have been that worried because they would have matched or bettered the labour promises by offering pensions
why was new liberalism important
new liberalism was becoming more influential due to people like Churchill and Lloyd George and they were convincing others that reforms were necessary to help those in need
why was new liberalism NOT important
new liberals were still vastly outnumbered my old liberals and it was only when old liberal Campbell Bannerman died that the new liberals were able to introduce their ideas
why was municipal socialism important
local socialism showed that reforms on a national level would work and set up a trend that the liberals continued

there remained huge opposition in Britain to taxing the wealthy to provide for the poor - particularly in the middle and upper classes who were loosing out financially to provide for the poor
