Q

How do Neo - Liberal institutionalists view the world

A

1) states are in anarchy and face mixed interests.
2) This can be depicted by prisoners Dilemma. The preference order is DC>CC>DD>CD. This result in each states defecting irrespective of what id expects the other to do.
3) However Neo-Liberals argue that if the game is highly iterative then co-operation is more likely to occur. States use tit-for-tat, grim trigger strategies. They say states are most concerned with cheating NOT relative gains.
4) IO’s help reduce verification, create interactiveness, and reduce sanctioning costs.
