The duties of any incident commander are?
Command and control the incident Identify Hazards and manage risk. Assess resource requirements Determine an incident plan. Co ordinate and deploy resources Evaluate progress against the plan
CIAD Coor Dep-EVProg
Firefighter safety maxim
At every incident, the greater the potential benefit of fire and rescue actions the greater the RISK that is accepted by IC’s and FF’s.
Activities that present a HIGH RISK to safety are limited to those that have the potential to save Life and prevent rapid and significant escalation of the incident.
2 types of decision making strategies?
Intuitive (fast and without thinking about it)
Analytical consciously and takes time and effort
Under stands for?
Use of building Number of floors/storeys Dimensions of footprint Extent of fire damage % of each floor. Range of equipment. Tac mode
Sectorisation
Layout
1234 clockwise
5 can fit in anywhere on the clock
Building = lobby fire search sector
Bridgehead is a sector but is between lobby and fire (2floors below bottom fire floor(e.g. Fire on 10 then bridgehead on 8)
Fire sector is all floors alight + 1 above and 1 below
Each sector has a commander search, fire and lobby sector commander
Decision control process
Situation-plan action
Situation =
incident, resource, risk info
Plan=
Objectives, tactical priorities, operational tactics
Action = communication, control
Centre = why? Expectations in 15m?
Benefit vs risk?
Op discretion reasons?
Save human life
Take decisive action to prevent an incident escalating
Where taking no action will lead others to put themselves in danger
Risks?
Benefits?
WURM Why guidance N/W? Understand risks fully? Right thing to do? Minimum deviation from rules Risk v Benefit worth it?
What is an ARA?
Risk assessment?
Analytical risk assessment
Detailed and formal record of the significant findings of the risk assessment.
5 principles of Jesip
Co-locate Communicate Co-ordinate Joint understanding of risk Shared situational awareness
BA rigging exemptions?
Rig on route for;
Persons reported
Private dwelling fire
Non Fire life threatening incidents
Risk v benefit and seat belt must be put back on after BA rigging
5 point sectorisation
Number 1,2,3,4 around the cube and 5 is an auxiliary sector that plugs in between 1 of the other sectors without disturbing the layout of 1,2,3,4.
2nd appliance jobs?
Command support set up
ARA do
Comms officer
Safety officers
ICP set up BA teams Ease Emergency teams Decision log
ARA’s how often?
Every 20 mins and if TAC mode changes
Share key findings with all on incident ground
Personal risk assessment
4 points?
Stop

STAR
STARR
Stands for?
Situation Task Action Result Reflection
5 questions before implementing op discretion ?
Why OP guidance isn’t appropriate?
U nderstand the risks fully ?
R ight thing to do?
M inimum necessary to achieve objective?
Is risk v benefit favourable?

Under H & S
Driven in SAFE and CONTROLLED manner at all times.
Pre rigging and seat belts
Report collisions, near misses, defects
Prevent unfit driver from driving.
Medication, fatigue, health problems, eye sight, stress
Monitor emergency response drive for:
Adhere to all Road traffic legislation where exemptions do NOT apply.
Blues and noise on emergency calls only or to warn other road users

AHIS stands for?
Additional hazard information sheet
Exclusion cordon tape colour?
Yellow and black
For everyone to stay out
Outer cordon tape?
Provided by police
Blue and white
Inner cordon tape?
Red and white
Encompasses the hot and warm zones and covers the whole area where emergency workers are working
Firefighter Safety maxim
At every incident the greater the potential benefit of fire and rescue actions, the greater the risk that is accepted by commanders and firefighters.
Activities that present a high risk to safety are limited to those that have the potential to save life and prevent rapid and significant escalation of the incident.
The role of the incident commander
Command and control the incident. Identify Hazards and Manage risk. Assess resource requirements Determine an incident plan Coordinate and deploy resources Evaluate progress against the plan.
