What is NRM used for?
Provides a standard set of measurement rules for estimating, cost planning, procurement and whole life costing for construction projects. It enables standardisation and consistency for measuring data in the industry.
What are the different stages of cost planning?
Stage 0 Strategic definition Rough order of cost estimate

What is a variation / change in the JCT contract?
A change is the the alteration or modification of the design, quantity or quality of the Works

(Access to site, specific parts of site, limitations on working space or hours, carrying out work in a specific order and create changes in condition or character of work.

How to value a change or variation? -

JCT IC Without Quants Contractor requested to submit a quotation for agreement prior to actioning an instruction.
With design arch/CA agree a price prior to contractor carrying out additional work. If agreement cannot be reached the CA shall value variation on fair and reasonable basis including any direct loss and expense incurred by contractor.
What are the valuation rules under the JCT IBC with CD?
Similar work - values consistent with CSA
Not similar work then - values from CSA used as basis then due allowance (fair valuation) for change in quantity or conditions
Daywork - work which cannot be properly valued by measurement

Considerations to valuing a change under a provisional sum includes:
Access equipment
Insurances
Attendance
Hired plant and small tools

out of hours working
subject to a defined provisional sum in which case due allowance for preliminaries have been made in contract already.
Potential duplication with preliminaries resources that have already been valued for variations under adjacent works
