What are the FEMA HMA grant programs?
- The HAZARD MITIGATION GRANT PROGRAM, which provides funds for long-term hazard mitigation measures FOLLOWING presidential disaster declarations.
- The PRE-DISASTER MITIGATION program, which provides funds for hazard mitigation planning and projects PRIOR to a disaster.
- The FLOOD MITIGATION ASSISTANCE program, which provides funds for reducing risk of flood damage to buildings insured under the NATIONAL FLOOD INSURANCE PROGRAM.
What factors are a sound MITIGATION STRATEGY based on?
- Based on the jurisdiction’s THREAT AND HAZARD IDENTIFICATION AND RISK ASSESSMENT, THIRA.
- Mitigation measures are intended to keep existing vulnerabilities from becoming more significant, using new development within the community. i.e. road construction, building code changes, etc.
- Natural resource protection measures reduce the impacts of a hazard and improve quality of the environment.
- Emergency protective measures protect people before and after the incident occurs.
When do RESPONSE activities begin?
- Immediatedly prior to or immediately after an incident occurs.
- They address the short-term, direct effects of an incident.
What is the local government’s role once an incident has occurred?
- Emergency response.
- Rapid Assessment of the situation.
- Continuous assessment of its ability to protect life/property.
What is the first thing that should be done after immediate life safety issues have been taken care of?
Conduct a RAPID SITUATION ASSESSMENT.
What is the purpose of a RAPID SITUATION ASSESSMENT?

- Allocate resources.
- Request assistance from mutual aid partners, and the state, quickly and accurately.
