Pre legislative stage
Private bill - Affects individuals or small groups
Public Bill - Affects whole population
Private Member Bill - Backbench MP make suggestions for law
Whitehall stage
Green paper - consultation paper with government opinions and new ideas for law where people comment on it.
White paper - A document stating the government firm proposal.
First reading
Title of bill is read out.
No discussion.
Awareness of new bill.
Prepare for debate.
Second reading
Main debate begins.
Minster of bill expains aim and objectives.
A vote is taken.
Speake announce results.
Committee stage
Scrutinised by MPs (16 to 50)
Majority represent the party in government.
Report stage
Committee reports back to House with proposals for changes to the bill.
Repeat process
Bill pass through same stages in the house and repeat the process.
House of lords power is limited due to parliament act 1911 and 1949. Bill can be law even if they reject it
Royal Assent
Monarch approval of the bill.
