Green Paper
This is a law reform consultation document. It is created by the Government when they wish to perform an area of law. The purpose is to allow both MPs and non MPs to give feedback on the Government’s proposed law reform.
White Paper
This is a document that is created by the Government and sets out the prepared law reform. A white paper may or may not contain the recommendations made during the green paper.
First Reading
The name of the bill is read out in parliament. There is no discussion or vote on the bill at this stage.
Second Reading
This is when MPs debate the principles behind the bill.
Committee Stage
Between 15 to 50 MPs form a committee that have specialist knowledge on it. They will go through the bill clause by clause, and propose amendments.
Report Stage
This is when changes or amendments suggested by the committee are reported back to the house.
Third Reading
This is the final vote on the bill.
House Of Lords
If they make any amendments, then the bill will go back to the House of Commons for amendments to be considered.
Royal Assent
This is the final stage of the process, and it’s where the monarch gives the approval for the bill. This is only a formality.
Legislative Process- Advantages
- Democratic.
- Pre legislation consultation.
- Lengthy and thorough process.
Legislative Process- Disadvantages
- Takes time.
- Private members bills rarely succeed.
- Long and complex.
