What matters fall under provincial jurisdiction?
Education, healthcare, highways, social services
What issues do municipal governments handle?
Local issues affecting small regions of a province such as infrastructure, building permits, waste-water treatment

What is a By-Law?
Same as a regulation, created by a municipal body
What is a Statute?
Publicly debated, voted upon, broad principles or rules
What is a Regulation?
Federal or provincial operational implementation of the statute
What are statutes, legislations, and acts?
Laws passed by parliament with no difference between the titles
What is a draft legislation called?
Bill
What is required for a bill to become law?
Assent of the House of Commons, the Senate, and the Crown

Define the application and enforcement of legislation

Lump sum payment (block funding) based on a population and gross domestic product (GDP)

Combined health and education and expanded beyond the hospital sector into the community

Funding - how healthcare services are paid for; Delivery - how healthcare services are managed, structured and distributed
