What happens in ideas and discussion?
-ideas are made here and come from a variety of sources
What happens in green paper?
-a statement of government intent, inviting discussion, comment and criticism
What happens in white paper?
-contains firm government proposals
What happens in the 1st reading?
-formal representation of the bill to parliament
What happens in the 2nd reading?
- the bill is debated in the House of Commons
- then debated on
What happens in the committee stage
-a committee of around 18 MPs discuss the bill and make amendments
What happens in the report stage?
-a report of any amendments is reported back to the House of Commons
What happens in the 3rd reading?
- in the House of Commons final debate is made
- final amendments are made
- final vote is made
What is the order of the legislation?
- ideas and discussion
- green paper
- white paper
- 1st reading
- 2nd reading
- Committee stage
- report stage
- 3rd reading
- house of lords
- royal assent
What happens in the House of Lords?
-the same process happens over again
What happens in royal assent?
-the queen signs the bill
What is an advantage of the legislation?
- the House of Commons are elected by the people so parliamentary law making is a democratic process
- the process is lengthy and detailed and great care is taken when the bill is drafted and considered by both houses
What is a disadvantage of the legislation?
- the process is long and act could be out of date by the time it’s even passed
- Parliament is a political body and to much time could go into politics instead of law making
