Green paper- Intention to change law, outlines format published on internet for public to see
White paper- Published by parliament response to opinion of the interested parties

First reading function
Passed through H.O.C
no debate
take place any parliamentary session
read and ordered to be printed out.
Second Reading Function
First time for debate
no sooner than two weekends
MPs- opens bill debate
Oppositions- respond + decider if proceeding
Committee stage and its function
Detailed Examination
Timetabled Sessions
If starts in commons- allowed to take evidence from outside parliament
Ammedents are selected by the chairmen & will be published daily.
Report Stage and its functions
‘Consideration’
opportunity for whole house to consider what has been during committee stage
no set time period from C.S to R.S
if not amended- no report stage and straight to third reading.
Third Reading and its function
Final chance for parliament to debate contents of bill
takes place immediately after report stage
Houses decide whether to approve 3rd reading
