C and d) federal and national licensure model- aspirational and similar, state sovereignty violated, lacks practical application, nlm state issues license but does not set standards, flam federal government issues and manages license
E) licensure language model- similar language used, significant lobbying resources, ACA could provide model legislation language for laws at state level, may exclude those that are not Cacrep accredited
