What are the requirements for the states?

International organizations
organizations created by states, usually by the mean of a treaty in order to exercise collective performance
Dualism
the traditional view, state relations are governed by international law, domestic by domestic law, with no direct effects
Monism
modern view, domestic and international law are connected, and international law is superior
