Tell means:
The manager tells the employ their decision and the employee is expected to obey
Sell means:
A decision is made that must be sold to an employee. This means there’s some consideration of the employees input
Consult means:
Ideas are presented to employees and discussion occurs, but the manager has the final say
Participate means:
The employees are asked to make the decisions within defined limits or boundaries
