Because he hates democracy and liked war and the reichstag wanted more control over the kaiser and his ministers and the reichstag was anti military so the kaiser had to make war quickly . Germany were also scared of the Russian army and wanted to attack it before it became bigger as it was rearming under the great program . So Germany encouraged Austria Hungary to invade Serbia through the blank cheque . They had the power to say no

Their key issue was a balance of power and they couldn’t afford to have a heart power taking control of the European coastline as then they could easily attack Britain . They wanted to have a peace conference with Austria and Serbia but Germany refused so they entered the war to ensure everyone accepted international law and Germany invaded Belgium a neutral state
