IBSA and its issues
India Brazil South Africa forum —> non alignment movie —> headed by Jawaharlal Nehru
Asia represented by india, Africa by South Africa, South America by Brazil.
The foreign ministries of the three countries signed a aggrement in 2003, this declaration is what is called as Brazilia declaration
For nurturing the cooperation IBSA formed
1. Consultation and coordination on global and regional political issues (terrorism, climate change, etc).
2. Trilateral collaboration on concrete areas/ project (education, health, etc —> research is conducted and knowledge is shared)
—> India was running a IBSA visiting fellows programme —> the delhi based think tank —> which is research and information system for all the developing countries. Not present in SA and B, so they must concentrate on this formulation in there countries also.
3. Assisting other developing countries —> by IBSA fund (2004) —> all the countries provide 1 million dollars each. —> like reconstruction of medical camp in Ghaza, sports complex in Palestine.
Millennium developmental goals (2000-2015) also awarded this with best south cooperation zone.

Buenus Aires Plan of action was started in 1978, in capital of argentina I.e buenus aires.
And 40 here is the 40 years after signing i.e they came up in 2018.
India benefit from IBSA
1.India is a energy deficit country —> all petrol and coal from exports.
Brazil —> bio fuels
India —> renewable sources
South Africa —> coal liquidization technology
All three share there reasearch data which is helpful for the growth of economy.
2. All these help IBSA to claim a permanent right in UNSC, this claiming of permanent membership needs support from the other nations —> how ? By the good will generation with IBSA fund.
3. IBSAMAR —> series of naval exercises between the IBSA nations in Indian Ocean as well as Atlantic Ocean.
Concerns on IBSA fund
- Raising of 1 million $ —> this funding is not happening on the annual basis.—> not able to conduct there operations in the third world, less good will.
- Need to have debates and discussions on regular basis —> not conducted regularly.
- They need to take over the global issues with an objective, but the initiatives done on this are very low, so they are not showing there works and influence on the global issues properly.
