Official language
If prez of India satisfied with Max use of any language, it can be recognised as a state language
Language of judiciary and text of laws: English (for authoritative texts of all bills, acts, ordinances, orders, rules, regulations + all proceedings of sc and hc)
Protection of minority languages (grievances stated in any languages, mother tongue education compulsory, special linguistic officer to investigate all matters)
Development of Hindi as the lingua franca
Committee on official language of parliament in 1963, Hindi for official use, set up in 1976.
Classical language status: financial support, recorded historical texts older than 1500-2000, 6 languages as per 2016: Tamil, sanskrit, Telugu, kannada, Malayalam, odia.

Later it was formulated according to 58th Amendment Act of 1987
Inserted new article 394-A in the Part XXII of the Constitution
Prez caused it to be published under his authority
