National Security Council Report 68 (NSC 68) painted USSR as expansionist adversary that needed to be dealt with; further fuelled distrust. Identified that the loss of the atomic monopoly would encourage renewed Soviet offensives. Therefore, a rapid military, political and economic build-up was needed to strengthen the free world against Soviet encroachment.
