  • 1949- Rhee + SK gov weak as it was unpopular and heavily reliant on US troops
  • 1949- USSR + USA agreed to withdraw troops
  • 1950- USA refused to give SK military assistance
  • Kim II-Sung thought that this meant the USA would not interfere in NK invasion, the SK gov would be easily overthrown and got support from Stalin
