SALT II
- Carter suggested a reduction in strategic systems, MIRV missiles, ICBM’s and launchers for ICBM’s with MIRV
- USA proposed that only heavy bombers should have air- launched missiles with a range of 600-2500 km
What was USSR reaction to SALT II
- Brezhnev rejected the proposal as it meant USSR would have to reduce weapons at a greater scale than the USA

- SALT II was finalised
- 1979
What were the terms to SALT II?
- ICBM and SLBM launchers and bombers were to not exceed 2,400
- Overall reduction of strategic offensive arms to 2,250 by 1981
- Overall limit to ICBM’s, MIRV’s. SLBM’s and ASBM’s

- Encouraged cooperation and communication through Iron Curtain
- Recognised East Germany and of East-West boarders
- Period of detente for German countries began
- Led to warmer relations between many Eastern and Western countries

What was the impact of the Helsinki Accords?
- Most wide- reaching detente agreement
- Signed by 35 states including the USA, USSR and all of Europe apart from Albania
What were the concerns of the Helsinki Accords?
- Accepting a divided Germany
- Accepting Eastern Europe was under the influence of Moscow
- USSR applied heavy taxes on those wishing to emigrate
What did the continuation of Nuclear Arms Race mean?
- By 1978, no agreement had been made and the USSR continued to increase its stockpile of weapons
