What was the Cold War?

A

Conflict between the USA and USSR’s, driven by the USA’s want to impose its ideology worldwide and Khrushchev’s determination to maintain control over satellite states.

How did the space race impact the USSR?

A

It raised its international prestige and allowed for technological advancements which could also be used for the military. Achievements included 1957’s Sputnik satellite and laika the dog sent into space, 1961 Gagarin and 1963 Tereshkova.

What happened in Hungary in 1956?

A

Soviet invasion increased east/west tensions and showed Khrushchev was unwilling to cede satellite state control- just because he wanted peaceful coexistence with the west did not mean communism would submit to capitalism.

A

Fidel Castro came to power in Cuba and formed economic ties with the ussr, exporting 24million tons of sugar to the USSR. This worried the USA as Cuba was under 100 miles away and could be a prime spot for soviet nuclear weapons.

What were discovered in 1962?

A

Societ nuclear weapons were photographed in Cuba, panic broke out. Kennedy put American forces on nuclear alert and set up a naval quarantine around Cuba.

A

Relented and ordered Soviet ships to turn around. Soviet weapons were removed from Cuba and US missiles were removed from turkey.

How did the missile crisis impact Khrushchev?

A

The USA’s part of the treaty was a secret clause, this made it look like he had been the only one to back down. The crisis damaged his reputation and was a major factor in his 1964 dismissal.

A

Modernize soviet agriculture, improve efficiency and make the USSR self sufficient.

What was the virgin lands scheme?

A

Introduced in 1954 it planted on the unused soil of Kazakhstan and Siberia, in the short term it was a great success, but began to fail after two years with harvests becoming unpredictable owing to soil erosion.

What was Khrushchev’s other agricultural policy?

A

The maize growing initiative, only 1/6th of the 85million acres actually grew. 1963 saw bad harvests caused by a lack of fertilizer and exhausted soil, harvests were 1/3rd of what was expected and the ussr had to import US grain.

What plan did Khrushchev introduce in 1959?

A

The seven year plan, emphasized heavy industries, chemicals and plastics. To enforce the plan he dekentralized the system and set up local councils known as soznarkhozy to oversee economic development.

What were the consequences of decentralization?

A

Made many party bureaucrats unhappy and created more bureaucracy as there was a lack of communication between the soznarkhozy which led to a misuse of resources and confusion.

A

The living wage and the embarkation on a huge house building scheme which used prefabricated blocks and allowed families to have heating and running water.

What other social reforms did he make?

A

Doubled welfare spending in 9 years, quadrupled pension spending 1950-9. 1961 introduced free lunches for schoolchildren, factory workers and office workers, free public transport and free healthcare for farmers.

A

Led a campaign against religion, closed down churches, imprisoned priests and put atheism on the curriculum. Religious people were discriminated against.

A

It greatly increased, infant mortality fell from 81/1000 to 27/1000 and life expectancy rose from 50 to 65 in 10 years.

What reforms did Khrushchev make for women?

A

Legalized abortion in 1955, increased paid maternity leave from 77 to 112 days in 1956 and introduced more crèches and childcare facilities, however, contraception was not readily available and crèche hours prevented women from having full working lives.

A

Introduced compulsory basic education for 8 years, set up secondary general and polytechnic schools with production training and put an emphasis on science in higher education with the introduction of quantum physics, genetics and relativity.

A

Arrested and executed in 1953, but no large scale purges and killings followed.

What happened in February 1956?

A

Khrushchev made his secret speech, he denounced Stalin, his use of terror and the cult of personality. The speech led to protests in Tbilisi, with 20 killed.

What happened to the NKVD?

A

It was put under the control of the CPSU, became the KGB and lost its ability to try and sentence prisoners.

What did Khrushchev establish himself as?

A

A liberal reformist, he used the secret speech as the foundation for his policies, introducing reforms in agriculture, education and industry. He believed in peaceful coexistence with the west and better living conditions.

What happened to the justice system?

A

It was reformed, with millions released from gulags and 6 million posthumously rehabilitated. Trials now had to happen in legal courts and the KGB was subordinated to the central committee.

What did Khrushchev do to the penal system?

A

1956- introduced colonies which separated dangerous from petty criminals educated and trained prisoners. These formally replaced gulags in 1961.

A

Rule 25 which limited the terms that CPSU officials could hold to 4 terms of 4 years.

What were the consequences of decentralization?

A

Increased the role of economic councils and strengthened gosplan. Rights and responsibilities of regional party secretaries were enhanced and it revised the political and economic role of the party. It also created resentment and opposition amongst party officials.

A

105 economic councils to replace national ministries, they were intended to replace bureaucracy, but instead created an extra layer of it!
