Generally the richest (class 1) were around 5%, the next richest (class 2) were 13% while the majority (82%) were class 3. Elections were held in the open and only men aged over 21 could vote. Each class in each electoral area chose a third of electors, who in turn voted for the deputies of the parliament. So the richest 18% voted for two-thirds of the electors, while the bulk of the population opted for one-third. This undemocratic system persisted in Prussian elections until 1918.
