- lower class and peasant population do not own land
- limited production
- limited communication between communities
- absent or primitive level of education, science etc.

- population increase, higher demand for food
- high prices due to war time inflation, encouraged investment
- 1750 - 1850, enclosure increased
- parliament passed over 4000 acts of enclosure (20% of land enclosed)
