Effect Contr Panel: kbs is: Shift *
You apply effects to a clip by dragging effect icons from the *** panel (not the Effects Contr Panel) to a clip.
But to **
and adjust effects for a selected clip, use the Effect Controls panel.
By default, an effect applied to a clip is active for the **

The kbs (*) turns the cursor into the double arrowed Track Selection Tool cursor.
If you click with it on a Clip in the Timeline, it selects that Clip and every Clip to its right on the **** Track.
If you hold down the ***** key at the same time you click a Clip with the Track Selection Tool cursor, it selects that Clip and every Clip to its right on EVERY Track. (Very handing for closing gaps.)

You wish to sync a particular visual moment with a a specific audio event. In the TL, place the ** on that “audio event.” Select its audio , drop Marker; leave ** there. Now select the *** Clip directly above and hit . Next nav to SM, drag the SM ** to the visual frame that should coincide with the “the audio event.” Next: in the relevant ** Clip on the Timeline: Ctrl Click and select Replace with Clip/Source Monitor, Match Frame. This is a kind of Replace Edit.
